KORONADAL CITY, South Cotabato, Feb. 27 (PIA) -- Some 466 poor but deserving students and out-of-school youth in South Cotabato will be given opportunity to earn income this year, , an local government official announced.
Alex Basco, chief administrative officer and Public Employment Service Office head, said these students and OSYs will be employed under the Special Program for Employment of Students (SPES) of the Department of Labor and Employment in which the provincial government has pledged as a partner.
“The provincial government has already started screening applicants for the SPES,” Basco said, adding that this year, the processing of SPES applications and benefits processing has been transferred to the Human Resource Management Division.
For 2015, SPES scholars of the provincial government will be deployed in three placement schedules: 205 SPES scholars from April to June, 210 during summer vacation , and 101 from July to December. They will be employed for 20 days.
Fifty more students will be deployed from July to December but will be working for 52 days.
“This year, the provincial government has allotted P2,093,040 for SPES,” he disclosed.
The amount will be used to pay the 60% of the salary of the SPES scholars. The remaining 40% or P108 per day will be taken on by the national government through the DOLE 12.
Basco also announced that the number of SPES beneficiaries will be allocated to the 10 municipal governments and lone city government based on population.
Data from the HRMD indicated that for the entire year, allocation per LGU is as follows: Koronadal, 82; Tampakan, 60; Polomolok, 55; Tupi, 50; Banga, 49; Surallah, 45; Norala, 45; Tantangan, 44; Tboli, 43; Sto. Nino, 38; and Lake Sebu, 38.
Most of them will be assigned to offices under the local government unit in their place of residence, except those attending in Koronadal City in the duration of their SPES employment, he added.
Basco explained the target number of SPES beneficiaries of the provincial government does not include the number of SPES beneficiaries that the local government units, such as Koronadal City, have pledged to hire in the same period.
SPES is a program of DOLE mandated by Republic Act 9547, which provides short-term employment to students and out-of-school youths who would like to continue their studies.
For this program, DOLE partners with local government units, colleges and universities, and private employers for the implementation of the program.
To qualify, a student or an out-of-youth who desires to go back to school should be 15 to 25 years old and whose parents’ combined annual income should not exceed the regional poverty threshold level for a family of six as determined by the National Economic and Development Authority (NEDA).
Citing data from NEDA 12, Basco noted, the poverty threshold level in the region is P112,422.
Applicants need to submit SPES Application Form 1, birth certificate or any document that shows date of birth, certification from school registrar as to his/her last enrolment and average passing grade or copy of original class card or Form 138, income tax return or a certification from BIR that the parents are exempted from paying taxes. OSYs also need to secure certificate of good moral character from authorized barangay official.
In SOCCSKSARGEN Region the entire SPES process from filing of documentary requirements to payment of the 40% share of DOLE is done via DOLE 12’s Online SPES system.
Basco, however, noted that the payment of 60% share of the Provincial Government for the salary of the SPES beneficiaries remains traditional where scholars will have to sign the payroll to claim their checks.
On the other hand, with the DOLE 12 Online SPES system payment of the 40% government share will be coursed through the online payment system of MLhuiller. Once the payment is ready, SPES scholars will receive Kwarta Padala Transaction Number (KPTN) via text message, which allows the recipient withdraw the specified amount at any MLhuiller branch.
